Q: What is a "com" document and where can I find one?
Answered by: Jeremy Garritano

A "com" document is defined as proposed legislation and other EU Commission communications to the Council and/or the other institutions, and their preparatory papers. Commission documents for the other institutions include legislative proposals, communications, reports, etc.  They are sometimes called "green papers" or "white papers".

  • Register of Commission Documents contains references for documents produced since January 1, 2001.
  • Green Papers lists all green papers produced since 1984 with links when full text is available online.
  • White papers lists all white papers produced since 1984 with links when full text is available online.
